Background of Bangladesh Milk producers’ Co-operative Union Limited
In 1946, Late M. Mukhlesur Rahman Pioneer of Dairying in Bangladesh a Dairy Plant with a capacity of 2,000 litres per day was established at Lahirimohanpur, Pabna (presently Sirajgong) with the target to send milk products to Calcutta (India) market that was within the easy rail communication system. After the partition, Eastern milk Products Limited, a private company purchased this dairy in 1952 from the original owner. In 1965, the first milk producers’ co-operative was formed under the name Eastern Milk Producers’ Co-operative Union Limited (EMPCUL) through Government patronization over the plant at Lahirimohanpur, which has been taken specialy step (1973-1978) for the poverty alleviation and to enhance the milk production in the country.
The dairy plants were owned and operated by the Eastern Milk Producers' Co-operative Union Ltd. along with the other two existing dairies**. The nomenclature of the organization was changed to Bangladesh Milk Producers' Co-operative Union Ltd. In 1977 keeping it’s Brands name of products the same, MILK-VITA.
Bangladesh Milk Producers' Co-operative Union Ltd. popularly known by its brand name MilkVita, was established by the Bangladesh Government in 1973, immediately after the liberation war, based upon the recommendation by UNDP/FAO and DANIDA in the pattern of AMUL, India. It was initiated as a development project of the Government titled "Co-operative Dairy Complex" with the objective of ensuring fair price for the poor, landless and marginal milk producing farmers of the rural Bangladesh and on the other hand to provide the city dwellers with a regular supply of fresh and hygienic milk and milk products at a reasonable price. The scheme had the proposal of establishing dairy plants in the milk surplus areas already identified as Pabna, Tangail, Manikganj and Faridpur. The Government started implementation of the programme in it’s First Five Year Plan(1973-78). The plants were to operate through collection of milk by a network of milk producers’ co-operative societies in milk-shed areas. The project envisages the purchase of milk from individual farmer members of the primary milk producers’ societies, twice daily, transport of this milk to rural dairy plants of Tangail, Manikganj and Faridpur by a combination of vrious methods of transportation. After preliminary processing at the rural plants, milk is to be transported to Dhaka in insulated road milk tankers for processing, packing and marketing of pasteurized Liquid Milk and Milk Products. Milk collected at the Baghabarighat Plant from it’s surrounding societies, is to be converted into Butter, Powder Milk and Ghee etc. All the products however, are to be marketed through Dhaka Marketing Unit. The Head Office named “Dugdha Bhaban” of the organization. Milk Vita is a service oriented as well as commercial organization. It is the biggest and only on co-operative based milk industry in Bangladesh. Following the co-operative's acts & rules it is lead by itself. It’s a profitable organization. In spite of various limitations it is trying hard to gain self sufficiency in the dairy sector.
** There was another dairy plant, ASTO Dairy at Dhaka run by the National Co-operative Marketing Society which was amalgamated with the EMPCUL in 1973 (Eastern Milk Producers’ Co-operative Union Limited).
কমান্ডার জাহিরুল আলিম (ট্যাজ), পিএসসি, এমডিএস, বিএন (অব:) ৫ই আগষ্ট ১৯৬২ সালে এক সম্ভ্রান্ত মুসলিম পরিবারে জন্মগ্রহণ করেন। তাঁর স্থায়ী নিবাস পিরোজপুর জেলার নাজিরপুর থানার মাটিভাঙ্গা গ্রামে। শৈশবকাল ঢাকায় অতিবাহিত করে বাল্যকালে তিনি মতিঝিল স্কুল হতে এসএসসি এবং স্বনামধন্য নটরটেম কলেজ হতে ১৯৮০ সালে এইচএসসি পরীক্ষায় উত্তীর্ণ হন। পরবর্তীতে তিনি ১৯৮২ সালে বাংলাদেশ নৌবাহিনীতে ক্যাডেট হিসেবে যোগদান করে নির্বাহী শাখার কর্মকর্তা হিসেবে কমিশন লাভ করেন। কর্মকাল শুরুতেই ১৯৮৬ হতে ২০০৫ সাল পর্যন্ত তিনি বিভিন্ন স্তরে গুরুত্বপূর্ণ দায়িত্ব পালন করেন। ইন্সট্রাক্টর হিসেবে বাংলাদেশ নেভাল একাডেমি (বিএনএ) সহ বিভিন্ন ট্রেনিং স্কুলসমূহে দক্ষতা ও নিষ্ঠার সাথে দায়িত্ব পালন করেন। পরবর্তীতে তিনি নৌ সদর দপ্তরের বিভিন্ন বিভাগের স্টাফ অফিসার হিসেবে দায়িত্ব পালন করেন। ২০০৫ সালের জুন মাস হতে ২০০৬ সালর জুন মাস পর্যন্ত আইভরি কোস্টে জাতিসংঘের কন্টিনজেন্ট সদস্য হিসেবে "মুভকন অফিসার” পদে সফলতার সাথে দায়িত্ব পালন করেন। অত:পর জুন/২০০৬ হতে মার্চ/২০০৭ সাল পর্যন্ত "নৌ-বাহিনীপ্রধানেরব্যক্তিগতসচিব" হিসেবে দক্ষতা, নিষ্ঠা ও সফলতার সাথে দায়িত্ব পালন করেন। এছাড়াও বিএনএস কপোতাক্ষ (বাংলাদেশ নৌ বাহিনীর একটি গুরুত্বপূর্ণ যুদ্ধজাহাজ) এর কমান্ডিং অফিসার এবং বিএনএস শহীদ মোয়াজ্জেম (বিএন এর প্রধান প্রশিক্ষণ সংস্থা) কাপ্তাইয়ে ট্রেনিং কমান্ডার হিসেবে কর্মরত ছিলেন।
অবসর গ্রহণের পূর্বে জানুয়ারী/২০১০ হতে জুলাই/২০১২ সাল পর্যন্ত প্রেষনে প্রকল্প পরিচালক হিসেবে কাপ্তাই লেক মৎস্য উন্নয়ন ও বিপণন কেন্দ্র, রাঙ্গামাটিতে দক্ষতার সাথে দায়িত্ব পালন করেন। সেখানেও তিনি তৎকালীন সময়ে সর্বোচ্চ রাজস্ব আদায়ের মাধ্যমে নিজের কর্মদক্ষতার স্বাক্ষর রাখেন। তিনি কর্মকালীন জীবনের ৩০ বছরের মধ্যে প্রায় ২৬ বছরের বেশি সময় কমিশন অফিসার হিসেবে নৌবাহিনীতে অতিবাহিত করে ২০১২ সালে অবসর গ্রহণ করেন।
অবসরকালীন সময়ে ওয়েস্টার্ন মেরিটাইম একাডেমির কমান্ড্যান্ট হিসেবে নভেম্বর/২০১২ হতে আগস্ট/২০১৪ পর্যন্ত কর্মকাল অতিবাহিত করেন। পরবর্তীতে ২০১৪ সালে তিনি ঢাকা ক্লাবের সিইও এবং সেক্রেটারি হিসেবে নিযুক্ত হয়ে অত্যন্ত নিষ্ঠার সাথে প্রায় ৬ বছর এই দায়িত্ব পালন করেন। বর্তমানে তিনি মিল্কভিটার অন্তবর্তীকালীন ব্যবস্থাপনা কমিটির সভাপতি হিসেবে কর্মরত রয়েছেন।
চাকুরী ক্ষেত্রে দক্ষতা উন্নয়নের জন্য তিনি বিভিন্ন দেশে বিশেষ করে পাকিস্তান, ইটালি, জার্মানি, যুক্তরাজ্য, আমেরিকায় বিভিন্ন প্রশিক্ষণ গ্রহণ ছাড়াও পোর্ট অ্যান্ড হারবার সিকিউরিটি ম্যানেজমেন্ট, কমান্ড এবং স্টাফ, সোনার সিস্টেম, টর্পেডো শিপ বর্ন সিস্টেম এবং আন্ডার ওয়াটার ওয়ারফেয়ার সহ বিভিন্ন কোর্স কৃতিত্বের সাথে সম্পন্ন করেন। বিশেষভাবে উল্লেখ্য যে, তিনি ১৯৮৪ সালে যুক্তরাজ্যের “ব্রিটেনিয়ারয়েলনেভালকলেজ” থেকে ইন্টারন্যাশনাল মিডশিপমেন কোর্সে সফলতার সাথে উত্তীর্ণ হন। পেশাগত দক্ষতার পাশাপাশি তিনি তৎকালীন জাতীয় বিশ্ববিদ্যালয় হতে ১৯৮৯ সালে এমএসসি (এমডিএস) ডিগ্রী অর্জন করেন।
ব্যক্তিগত জীবনে তিনি বিবাহিত এবং দুই কন্যা সন্তানের জনক।

Brief Biography
Commander Zahirul Alim (TAS), psc, MDS, BN (Retd), a distinguished retired naval officer, was born on August 5, 1962 in a prominent Muslim family. His permanent residence is in village: Mativanga Thana: Nazirpur of Pirojpur district. He spent his childhood in Dhaka. He received his early education from various institution in Dhaka. He completed his Secondary School Certificate from Motijheel School and subsequently Higher Secondary Certificate from the renowned Notre Dame College in 1980.
Later, he joined the Bangladesh Navy as a Cadet in 1982 and was commissioned as an Executive Branch Officer. At the beginning of his career, he held prestigious positions at various levels from 1986 to 2005. He served as an instructor in various training institutes including the Bangladesh Naval Academy (BNA). He also served as a staff officer in numerous departments of the Naval Headquarters.
He successfully served as “Movecon Officer" as a member of the United Nations contingent in Ivory Coast from June 2005 to June 2006. Thereafter, he served as the "Personal Secretary to the Navy Chief" with efficiency from June2006 to March 2007 with dedication & success. He was also the Commanding Officer of BNS KAPATAKHA (One of the major warship of BN) and the Training Commander of BNS SHAHEED MOAZZEM (Major training establishment of BN) in Kaptai. Before retirement he served as a Project Director (PD) of Kaptai Lake Fisheries Development and Marketing Center, Rangamati (under BFDC of Ministry of Fisheries and Livestock) from January 2010 to July 2012. He proved his efficiency by collecting the highest revenue at that time. Out of his 30 years of working period in the Navy he spent more than 26 years as a Commissioned Officer & retired in 2012.
After his retirement, he served as Commandant of the Western Maritime Academy from November 2012 to August 2014. Later, in 2014, he was appointed as the CEO and Secretary of Dhaka Club Ltd. and served this duty with great devotion about 6 years. He is currently serving as the Chairman of the Interim Managing Committee of Milk Vita.
In order to improve his skills in the field of work, he successfully completed various courses including Port and Harbor Security Management, Command and Staff course, Sonar Systems, Torpedo Ship Borne System and Underwater Warfare in different countries, especially Pakistan, Italy, Germany, UK, and America. It is worth mentioning that he successfully passed "The International Midshipmen Course (IMC)” from the Britannia Royal Naval College, Dartmouth, UK in 1984. In addition to his professional skills, he also obtained a M.Sc. (MDS) degree from the National University in 1989.
In his personal life, he is married and father of two daughters.
